Material Safety Data Sheet
- Named using a standard system such as IUPAC, CAS or INCI
- Listed by weight band, with no exact percentages
- A public version withholds fragrance and colour detail

Household detergents sold in the UAE fall under Cabinet Resolution No. 96 of 2024. They need a federal Certificate of Conformity, and in Dubai a Municipality listing on top of it. The law is unusually specific about what the pack and the data sheet must say.
It is proof that a household cleaning product meets the national technical standard before it goes on sale. The current rules come from Cabinet Resolution No. 96 of 2024, which replaced the 2014 scheme.
Two tracks apply. MoIAT issues the federal Certificate of Conformity through ECAS. The resolution then lets each emirate register and inspect detergents locally, which is why Dubai adds its own step.
In Dubai, product registration in Dubai Municipality sits on Montaji, where detergent and disinfectant products share one category. Most of the work lives in the label and the data sheet.
It is if it contains soap or a surfactant, the active cleaning agent, and is sold for household washing or cleaning. The resolution covers liquid, gel, powder, paste, block and moulded forms alike.
That condition is worth checking before anything else, because product classification decides the route. Industrial cleaners, and products whose main purpose is to disinfect rather than clean, may sit outside the federal scheme or face more.
Disinfectant claims need particular care. The law requires disinfectants to be declared as an ingredient, but disinfectant product registration in Dubai for something sold mainly on killing germs should be confirmed before testing starts.
| Product | Status | Why |
|---|---|---|
| Laundry products | In scope | Named phosphorus limit |
| Dishwasher tablets | In scope | Named phosphorus limit |
| Dishwashing liquid | In scope | Household surfactant |
| Surface cleaner | In scope | Household cleaning use |
| Disinfectant product | Confirm first | Claim may change route |
| Industrial cleaner | Confirm first | Not household use |
Who made it, a batch code and production date, country of origin, ingredients, net quantity, purpose, usage and storage instructions, and shelf life. Imported artwork usually misses two or three.
Supplier name, address and any trademark, plus the country of origin and whether it is made under license.
A batch code that lets the product be tracked, and the production date written as day, month and year.
The ingredients declared in the format the law sets out, including any allergenic fragrance substances.
Net quantity in kilograms or millilitres on the product packaging, which must also meet the metrology standard.
The purpose of use, with instructions for use and storage written clearly enough to follow.
Shelf life shown as an expiry date, a period after opening, or a production date with a suggested use period.
In weight bands rather than exact percentages, with a second group named however little is present. Every warning phrase goes in both Arabic and English.
Eighteen listed ingredients, from phosphates and surfactants to bleaching agents and zeolites, must be shown in bands once they pass 0.2 per cent by weight. The pack states the band, not the exact figure.
A second group is named regardless of concentration: enzymes, disinfectants, optical brighteners, perfumes and preservatives. Preservatives also carry the word Preservatives on the pack.
Allergenic fragrances above 0.01 per cent must be declared too. The supplier can list them on the label, send them to the Ministry, publish them online, or link to them through a QR code.
Every warning phrase must be in Arabic and English. Other label information may be in Arabic, English or both, provided it is clear and indelible.
Four: a Material Safety Data Sheet, an Ingredient Declaration Sheet, the manufacturer's internal analysis certificate, and the final artwork. Each has its own rules.
Laundry and dishwasher detergents, dishwashing liquids, surface cleaners and fabric softeners. Disinfectants and industrial cleaners need their classification confirmed first.
Not sure where your product sits?
Send us the formulation and the current artwork. We will confirm the classification, check the phosphorus position and tell you what the label needs before you print.
The federal certificate and registration with Dubai Municipality are separate steps. The third column is the one most traders miss.
Federal ECAS | Dubai Municipality | Zones and Export |
|---|---|---|
MoIAT | Municipality | Same federal rules |
Certificate of Conformity | Local registration | No exemption |
Ministry forms | Montaji portal | As for mainland |
GSO 2555 and label | Label and documents | Covered by the law |
Varies by file | Around 22 working days | Follows the product |
Needed everywhere | Needed in Dubai | Still in scope |
The local timeline reflects typical practice rather than a published figure. Confirm before planning a launch.
Anyone whose activity affects the product: the manufacturer, packager, processor, importer, warehouse, distributor or commercial representative. Each has to act through a licensed UAE company.
Repackaging is where trading companies get caught. Bulk consignments brought in to be repacked here are within the scheme, and the label rules apply to repacked goods as well, so products must be registered either way.
Worth knowing: The supplier a sample is taken from is treated as responsible for any non-conformity unless they prove otherwise. Being further down the chain does not move the liability back to the manufacturer.
Build the label and data sheet before you test Testing a product whose paperwork is wrong only moves the problem.
Confirm the item is for household use and that its phosphorus content sits inside the limit.
ISO 9001 and good manufacturing practice are required when you apply for the certificate.
Name each ingredient using a standard chemical naming system, in weight bands, and flag fragrance allergens.
Every element Article 4 requires, with warnings in Arabic and English and ingredients banded.
Submit the product registration application on Ministry forms, assessed against UAE.S GSO 2555.
File on Montaji. Dubai Municipality may request laboratory tests depending on the product.
Retailers may only display products with a registration certificate, so keep one for every line.
There is no fixed figure. Cost depends on how close your data sheet and label already are to the rules, and on any laboratory testing requested. Government fees are the smaller part.
Per product
One formulation where the MSDS, IDS and artwork already sit close to what the law requires.
Per variant
Several products or pack sizes. Shared documents help, but each variant is still filed as its own entry.
On quote
A first entry to the market needing the trading activity, quality evidence and a full label rebuild.
A data sheet already built to the IUPAC and weight-band rules costs far less to file than one written for another market.
Different sizes and scents are usually separate entries, so a range multiplies quickly.
Requested depending on the product rather than routinely, and charged on top when they are required.
Adding bands, bilingual warnings and the shelf-life format. Cheap early, expensive after a print run.
We have not published headline figures, because the cost depends almost entirely on how close your existing paperwork already is to the UAE rules. Government fees change without notice. Riz & Mona Consultancy quotes your products line by line once we have seen the formulation and the current label.
It can be stocked and sold, and it stays open to sampling. The Ministry and emirate authorities can test products already on shelves at any time.
Four: MoIAT, which issues the federal certificate; Dubai Municipality, which registers and inspects locally; conformity assessment bodies; and Customs.
Issues the Certificate of Conformity through ECAS and can delegate compliance checks to emirate authorities.
Registers products with Dubai Municipality rules on Montaji, and inspects suppliers in the emirate.
Registered bodies that test and assess products, approved under Cabinet Resolution No. 35 of 2015.
Matches consignments against valid approvals before goods are released into the market.
Send us the formulation and your current artwork. We confirm the classification, check the label against the resolution, and take your products through both tracks.
