Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation (PCFC), has started a new service that makes it easier for tourists to enjoy boating in Dubai. Visitors who already have licenses from countries that are members of the International Maritime Organization (IMO),such as the GCC, Europe, the United States, and other recognized nations can now get a local license to drive pleasure marine vessels in Dubai.
Along with this new service, DMA also released an updated guide that explains the rules for licensing marine vessel crews in Dubai. This guide is based on Administrative Resolution No. (5) of 2024 and sets the conditions for working on marine vessels. It covers qualifications, experience, medical checks, training, and the full process for applying, testing, and renewing licenses through digital platforms.
Commenting on the announcement, Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, said:
“We believe in providing a flexible maritime environment that meets the aspirations of international visitors and offers them the opportunity to enjoy an exceptional marine experience in Dubai’s waters. The release of this manual reflects the Authority’s commitment to strengthening maritime safety, ensuring the efficiency and qualification of marine crews, and unifying standards in line with local legislation and international best practices”.
The Authority confirmed that it accepts all valid international maritime licenses issued by IMO member states, as long as they meet the required standards. The application process in Dubai is electronic and simple visitors only need to submit their national license for verification. Once approved, DMA will issue a Dubai license.
This step makes Dubai even more attractive for tourists and marine lovers by offering safe and enjoyable experiences such as leisure, tourism, and water sports. It also supports Dubai’s goal to become a leading global maritime hub and boosts the growth of the local economy.
