What an advertising agency license actually gives you actually gives you

It is a trade license carrying an advertising activity, issued by DET or a free zone. That license is what lets you invoice a client for building a campaign and placing it in paid media.

It does not cover every job an agency takes. Billboards need Dubai Municipality. Property ads need a Trakheesi permit. Influencer work pulls in the National Media Authority.

Two documents get confused here, and it costs money. The trade license is the paid part. The Advertiser Permit is the free part. The free one cannot exist without the paid one.

Advertising, marketing or PR: which license do you need?

These three words get used as if they mean the same thing. To DET they do not. The activity code you select at application decides what you can invoice for, which regulators you answer to, and how a bank classifies you when you open the account.

An advertising agency creates campaigns and places them in paid media. That sits under ISIC division 73 and it attracts media permits. A marketing agency covers strategy and demand generation on a plain DET license. A PR agency works earned media, so fewer approvals.

Most founders want two of these under one roof. That is allowed. Register both codes at the start. Adding a code later costs an amendment fee and pushes your timeline back by days you will want back.

How much does an advertising agency license cost? cost

Three routes, three budgets. Where you land depends on who your clients are, not on which package looks cheapest.

Free zone, solo

From AED 13,000

License and a shared desk. No visa. Suits a founder billing overseas clients while the pipeline builds.

Free zone, small team

AED 20,000 - 35,000

Flexi-desk plus two or three visas. The usual starting point for an agency with staff and regional clients.

DET mainland

What moves the number

  • Activity count

    Every extra code adds fee. Register what you will bill for in year one, not everything you might do by year three.

  • Visa quota

    The biggest single lever. Each visa carries establishment card, medical, Emirates ID and status change on top.

  • Office type

    A shared desk and a 200 sq ft Ejari unit are different worlds of cost. Mainland gives you no choice here.

  • External approvals

    Trigger an approval and you add both fee and calendar time. Outdoor and property work trigger them.

  • Trade name

    A name using Dubai, UAE or Emirates carries a surcharge. Foreign words carry one too.

License vs permit

The permit is free. The license is not.

The Advertiser Permit costs a UAE resident nothing for three years. Your trade license costs somewhere between AED 12,500 and AED 30,000 depending on where you set up. Both facts are true at the same time, and the gap between them is where people get a nasty surprise.

The two do different jobs. The National Media Authority is not selling permission to trade. It registers who publishes promotional content so the market is checkable, and made it free to get everyone signed up before enforcement began. DET grants the right to earn money in Dubai. That carries a fee.

So the order is fixed. The NMA will not process a permit without a valid trade license listing a media activity. You pay for the license, then the permit is handed over at no charge. Anyone quoting one bundled price for media licensing is including something that costs zero.

  • DET or free zone trade license - AED 12,500 to AED 30,000+. Paid, renewed yearly. The commercial permission.
  • Trade name reservation - AED 620 on the mainland, non-refundable, charged again on every rejected submission.
  • Initial approval - AED 120. DET confirming no objection to your activity and structure.
  • Ejari tenancy registration - Mainland only. Cost follows the rent on your 200 sq ft minimum.
  • NMA commercial media license - Company level, needed for some media activities. Fee varies. Not the individual permit.
  • Advertiser Permit - AED 0 for residents for three years, then AED 1,000 a year. Individual. Issued in three working days.
  • Visitor Advertiser Permit - AED 500 for three months, extendable to six. Only filed through a UAE-licensed agency.

The 2026 change

The Advertiser Permit: what changed on 1 February 2026 1 February 2026

Your agency is now liable for the permit status of every creator you brief. This is the rule that catches people.

On 1 February 2026 the National Media Authority made the Advertiser Permit mandatory for anyone publishing promotional content in the UAE. It sits under Federal Decree-Law No. 55 of 2023.

Enforcement is set out in Cabinet Resolution No. 42 of 2025. Follower count does not matter. Payment does not either. A gifted product, a comped meal, an affiliate code: all of it counts.

For an agency the sting is liability. Brief a creator without a valid permit and the exposure runs to your side of the contract. Penalties start at AED 10,000 and reach AED 1 million.
