Dubai has introduced a new pathway for waqf donors to obtain Golden Visas, recognizing endowers as financial supporters of humanitarian work. The initiative, formalized through a cooperation agreement between Dubai’s immigration authority and the Awqaf foundation, aims to encourage charitable giving while rewarding those who contribute to the emirate’s social development.
The General Directorate of Residency and Foreigners Affairs and the Endowments and Minors Affairs Foundation (Awqaf Dubai) signed the agreement during GITEX GLOBAL 2025 at Dubai World Trade Centre. Under this arrangement, waqf donors who meet specific criteria will be nominated for Golden Visas under the “financial supporters of humanitarian work” category established by Cabinet Resolution No. 65 of 2022.

“The agreement represents an advanced model of governmental integration aimed at empowering endowers to contribute to community development through impactful initiatives that promote the values of giving and sustainability.”
The process involves Awqaf Dubai nominating both resident and non-resident endowers who satisfy the eligibility requirements. GDRFA-Dubai will then process and issue residency permits based on these approved nominations. A joint oversight committee will monitor the initiative’s implementation and assess its social impact.
This development strengthens Dubai’s position as a hub for philanthropy and humanitarian innovation. The Golden Visa program continues to expand across various categories, including investors, entrepreneurs, skilled professionals, and now, charitable donors. By integrating waqf contributions into the residency framework, Dubai creates an incentive structure that aligns long-term residency benefits with social responsibility.
The initiative demonstrates how immigration policy can serve broader social objectives while attracting individuals committed to community welfare. Waqf, an Islamic endowment traditionally used to fund charitable causes, plays a significant role in supporting education, healthcare, and social services across the UAE.
