AED 25,000 – 45,000 (Year 1)
MOCCAE nursery license at AED 1,500, site lease for a minimum two-dunum area, on-site inspection clearance, base commercial license, irrigation water compliance, and investor visa. Does not include construction of nursery structures.
AED 50,000 and above
Land acquisition or lease, water sourcing plan, agricultural zone approvals, environmental impact assessment for larger farms, sector authority sign-off for livestock or aquaculture, plus base license and MOCCAE fees. Infrastructure costs are additional.
Each agricultural activity requires a separate AED 500 annual approval from MOCCAE. A business combining nursery, pest control, and seed trading pays AED 500 per activity on top of the nursery license fee of AED 1,500.
Production farming requires agricultural-zoned land. In Dubai, this is managed through Dubai Municipality. In Abu Dhabi, ADAFSA coordinates with the Department of Municipalities and Transport. Land lease costs vary significantly by emirate and size.
